Short for Transit Oriented Communities program, which went into effect in 2017, offering developers various incentives or “bonuses” for new residential or mixed-use buildings located near public transit (bus stop, light rail station etc.). In order to qualify, the project must include a certain percentage of affordable apartments and must pay construction workers at Union rates. Available bonuses – which include additional building height/stories, increased floor area ratio, reduced parking minimums and reduced setbacks – are organized in tiers according to how close the project site is to transit.
